Commercial vehicle enforcement (CVE) agencies are increasingly constrained by limited resources against an ever-increasing population of commercial vehicles. In 2019 and 2020, the Performing Agency investigated the use of connected vehicle technologies for expediting commercial vehicle safety inspections at an international border with Mexico. Findings indicate that, while holding significant potential for expediting safety inspections, the technologies were not sufficiently mature to be able to conduct a meaningful implementation and demonstration. TTI recently learned of a plan to demonstrate in-motion electronic inspection of commercial vehicles in the northeastern U.S., but it has not been done at an international border. It would use currently available onboard equipment (e.g., electronic logging devices) and software that can communicate with the roadside as vehicles approach an enforcement site.
